Scholar transport operating licences specifically prohibit it. Every learner must have a proper seat with a working seatbelt, and a vehicle may never carry more children than there are seats. It is one of the most common causes of preventable scholar transport injuries in South Africa, and one of the reasons parents should always check what kind of vehicle their operator uses.
